A Public IP is a non-dynamically assigned IP address that never changes and can be accessed from other computers or devices worldwide.  If you are setting up a VPN, a connection to a remote office or location, or some other form of remote networking a Public IP address is your best  option.  A router is required in order to establish a Public IP address and their is a a Minimum 1 year contract.

A Static IP is a Non-Dynamically Assigned IP Address that never changes and can be accessed from other computers or devices.  If you are remotely logging into another computer, webcam, gaming, or other devices you can generally use a Static IP instead of a Public IP.  A router is not required to have a Static IP and there is no contract length requirements; service is given on a month to month basis.

If you seasonally disconnect your internet you will still be required to pay your monthly IP charges as your IP address will not be discontinued if you are going to use it again in the coming season.
